The CUSP script is freely available here. It was written by Pierre-Luc Brunet and it's most well-known user is 8-bit Theatre (at least that's the claim).

As an update, I abandoned CUSP some time ago now... using wordpress with the comicpress theme, which is far better.
I've been using CUSP for a
I've been using CUSP for a little while while now, as well as trying out alternatives such as modded wordpress themes.
CUSP is not bad; it does what it should in that you can upload comics, associate news items with them and select the date on which they are published. The template system is fairly straight forward and even someone witha minimal knowlege of HTML should be able to set up a site using it.
However...
It has quite a few 'quirks': You have to number each image you upload using the date format and whilst this can be done within CUSP, it takes a fiar while if you are doing more than a few at once. It can also have problems when you want to change the order of the comics or add news items to already published comics.
Finally, you should no that there appears to no longer be any support for CUSP.
That said, despite trying the alternatives, I'm still using it and it does the job just fine.
