Harvey Award Nominating Ballots are due at midnight, April 4th. (The actual final Harvey Awards are presented at a banquet held Saturday, Sep 8^th in Baltimore, MD in conjunction with the Baltimore Comic-Con.)

Last year the Harvey had a "BEST ONLINE COMICS WORK" category and James Kochalka won for American Elf. That category is included again. I can't find any really detailed rules on the website so it's unclear to me if work "published" online is restricted to this category or eligible for all categories.

The Harvey Awards also allow "any published comic book or graphic novel creator" to vote for the nominations. (Kind of like the WCCAs?...). There doesn't appear to be any additional guidance on this although on the ballot itself voters are supposed to include a "brief list of work in comics (for professional verification)". So I don't know whether a webcomics creator is eligible or not.
