Yes, that is the original Luke Cage. I have a lot of happy memories of the first year of Luke Cage. Billy Graham drew him best. My favorite story was in issue #3 when some mad general deceived Vietnam Vets into taking over Ellis Island. Luke ended up on the back of a helicopter slamming his fists into the superstructure to bring it down. The costume is cheesy and Milestone comics made fun of it a few years back.
Archie Goodwin started the series with a bang, but it lost focus when it was handed off to other writers. I don't think anyone else really knew what to do with Luke. Obviously none of them, including Archie Goodwin, knew what it was like to live as a Black Man in the US.
Luke has had several costume changes over the years. I kinda liked a 1990s version I saw with him in patterned leather and metal. It seemed authentic to his character. I can't say I like the new look I've seen while flipping through The New Avengers.
