There's some good older thread on new or underrated webcomics on the site but let's start a new one with recommendations for good stuff that started off this year - 2007.
The first one to mind I would pick is Ali Graham's new webcomic Afterstrife which I'm enjoying and I think is a step up from his first webcomic Housd.

Since everyone else did it, I suppose I can give it a try.
I just started my own webcomic a little over a month ago, and am two weeks from the end of the first chapter. So, it's a 2007 launch.

Well, Ive literally just started up my webcomic too, actually it came online around 4 days ago so that is 2007 still. Like i said it's early days, so dont expect too much, but considering this is my first webcomic endevour totally on my own im quite proud of what ive achieved so far. Titans
I just started a new experiment called Titans, which I think really has potential. I've been getting some very favorable feedback from readers, who tell me this is a truly unique webcomic, and I'm really excited to see where it will go in the future.
The story is a superheroic adventure, of sorts, but borrows a lot of devices and motifs from shows like Lost and Heroes. The only thing the reader knows from the outset is that thirteen teenagers, from all over the planet, have inherited the powers of mythological gods. And we also know that their appearance on Earth may signal an impending apocalypse for humanity.
The story works as a mystery (in a similar fashion to Lost and Battlestar), and I deliberately constructed it this way because I know this is one of the biggest draws of those shows, the conspiratorial and spirtual mysteries that fans attempt to solve. I am also weaving in characters from history and fiction, who are in some way connected with the events in the story, borrowing a device from Neil Gaiman (from Sandman).
I've completed two issues so far. Issue Three starts July 1st. Let me know what you think!

The best damn sci-fi comic ever, created by Kristofer Straub of Checkerboard Nightmare infamy. This comic is one of the best satirical-based humor strips I've ever read - and it all takes place on a roaming intergalactic museum. Whacky!

Take every contrived and stereotypical fantasy-world convention you know of and tilt it about 78 degrees to the right. Erfworld is the glorious product of Partially Clips writer Rob Balder and Angry Zen Master artist Jamie Noguchi. The result of their combined genius is a light-hearted, humorous, and brilliantly envisioned world which is many steps removed from the stale and comfortable fantasy tropes most of us have become complacent to consume over and over again. A must read.

Mine started off this year too - http://thineappellation.com - but I do like a few of the other ones mentioned herein. One problem to me seems that a lot of artists tend to work in private for a while and then come out with a whole backlog of work, which often means they've been working for more than the requisite time to call them "new". So there might be another comic in the works right now, hidden out of view, that might well end up destroying every other comic in it's path...

Captain Excelsior is pretty damn funny and I think only started in 2007. It's creators - Zach Weiner and Chris Jones - both have other comics that are pre-2007.

Final Daylight: Earth
Final Daylight: Earth, is the story of three super-powered aliens leading a galactic alliance bent on conquering Earth.
The story is actually an interesting "what-if" because everything that could go wrong does go wrong and this is just the first issue! The flagship of the alien fleet loses its propulsion systems and is in danger of imploding and taking everything with it. Then the three leaders of the alliance all end up fighting each other and making all kinds of accusations! All the art is hand-drawn and written by yours truly. So check it out!

The Surreal Adventures of Edgar Allen Poo One of the year's best new fantasy comics, and definitely one of the most arty comics around. (The title's a poop joke, yep, but so far it's the only one.)
Plague Edward Grugg of Theodore Possum showing his "cute" style works great for horror as well as romance.

The artwork in Edgar Allen Poo is really great, that's for sure. The writing makes absolutely no sense, though. I can't make heads or tails of it, not unlike an actual poo. HA!

The fragmented psyche of a great but despairing author drawn into a subterranean otherworld of gods, monsters and anthromorphic rats, in a story combining the sensibilities of Mervyn Peake, Beatrix Potter and too-much-laudanum... what's not to love?
Seriously, I don't think EAPoo's any vaguer than other fantasy stories in which characters have to get their bearings in strange worlds. And compared to Lewis Carroll's stuff it's absolutely linear.

Along with Digger, EAP is among the most original and atmospheric fantasy comics anywhere on the web. The artwork is undeniably spectacular but - as we all know - it's the strength of the story and the characters that keep a reader coming back and ... well, I keep going back! I don't find it vague at all. I find it intriguing and mysterious ... as it should be!

Getting ready to hit Lunar Boy Land #50, new website too!
I began updating my webcomic consistently since feb. this year. It's an all ages adventure story with loads of video game reference throughout. In 5 weeks, I'll hit the #50 benchmark and release my second graphic novel soon thereafter!

I could be wrong, but I think Afterstrife technically debuted in late 2006; however, it's still a good recommendation. I've enjoyed seeing Ali stretch himself artistically with his new project.
Another good follow-up comic which debuted recently is Punch an' Pie, by Aerie and Chris Daily.

I like Ali Graham's stuff and having met him a few times he's a nice chap! He also does a lot for the webcomic community so well done him.
Afterstrife certainly looks good, but I can't help noticing that a lot of the concept is very similiar to my old webcomic Hellhole. I should stress, I am NOT suggesting for a moment Ali Graham stole anything from me (I doubt he's even heard of it) - I just can't read Afterstrife without drawing comparisons. I also doubt I can bring Hellhole back (it's been a story I wanted to tell for a long long time) without it being compared to Afterstrife. Hey ho, you snooze, you lose.
