We had a process for consideration and adoption of policies for comixpedia.org that was very specific to the wiki software and needs to be revised to take advantage of the forums. I have also concluded after experience with the project that I need a step to review policies for potential technical, legal and other issues before they are put to a vote. The revised process is as follows:
Policy Adoption Process
Many aspects of how the Webcomics Encyclopedia project at Comixpedia.org will be decided upon by users of the site. Xaviar Xerexes and Comixpedia, however reserve the right to adopt policies or make changes to policies as necessary without following the process below.
The Basic Process for Consideration of a New Policy or Policy Change:
1. Anyone may propose a policy and put it forth for discussion. To do so start a new thread in this forum and in the title include "[POLICY]". The person who starts the thread for the policy proposal is the "manager" for it.
2. Policy proposals should be debated for at least two weeks to allow sufficient time for wide participation. After two weeks if the manager asserts that the original policy proposal or a variaction of it has support from at least five individuals the manager can submit the proposal for a vote.
3. A manager must submit the proposal for a vote to Xaviar Xerexes and after review Xaviar Xerexes will establish a poll for a vote on the proposal. To submit the proposal to Xaviar Xerexes email xerexes AT comixpedia DOT com with a link to the proposal thread and indicate the names of those supporting putting it up for a vote.
This process helps allow Comixpedia to make sure policy changes will be beneficial to the wider interests of users of Comixpedia before moving on to the poll and Comixpedia will be able to publicize the poll to ensure wider participation in voting on whether to adopt a proposal.
The time period for polls will generally last for 5 work days.
4. Each individual may only vote once. Comixpedia may restrict voting to user accounts at Comixpedia to ensure that no one abuses the policy process.
5. A policy is not adopted unless 2/3 approve of the measure.
6. Once a policy is adopted, Xaviar Xerexes will add it to the official list of policies for the project.

In general one entry (one page) per webcomic, creator or other discrete subject is appropriate. Any additional page(s) on the same subject (or a sub-subject) must not be a stub upon creation and should contain sufficiet information to show the need for the additional page(s). Emergency Adoption
