The Pulse has a chat between two editors of an upcoming book on lettering: Comic Book Lettering, The Comicraft Way. The book is described as “crammed with digital lettering how-to’s, illustrated by artists including Ian Churchill, Stuart Immonen, Ladronn and Brian Bolland.”

I suspect many, if not most, webtoonists draw with offline tools (pen, brush, paper, etc) and use a trusty scanner to upload their creation to digital form.
The tablet allows, however, for the direct creation of digital art and with their increasingly (well, relatively) affordable prices, it is an option that anyone creating webcomics should investigate. A good place to start is a guide to using a tablet put together by Sam Brown.
Anyone who has read Scott McCloud’s Understanding Comics can appreciate the fact that comics, in one form or another, can be an astounding educational tool. The United States Government is apparently aware of that fact too. In its “Be Ready” campaign the US government is using pictures and words to inform the public.
